Rank 100.
It is recommended to get a crit bonus of 8.4 M (Alf 4 & bonus epics 7) before reaching this rank, or you'll be waiting for a long time to complete the 74 UUU bullets mission and possibly also get stuck on 2.6 RRR placebos if your placebo cards are underleveled and you're skipping missions along with a Bomber mission and maybe a Laboratory mission.
