This means that if, for example, you have a level 4 The Confectioners (13.25% chance to produce extra resources in Potato Industries) and a level 1 Dr. Shortstack (8% chance to produce extra resources in all industries) then everything in the Potato industry will have a 21.25% chance to produce extra resources.
